This is a ReSharper plugin.

When you open a solution in Visual Studio, this plugin looks for any *.AutoLoad.DotSettings files in parent folders and loads them

How to install.
  1. Fix references to R# binaries.
  2. Compile.
  3. Look at R# | Options | Environment | Plugins | Developer Information folders list, choose any, plant the plugin DLL there.
